This pencil glides on the skin smoothly but does not set completely, so you can smudge it out. Although this is not a waterproof pencil and it doesn't set completely dry, it actually lasts a decent amount of time on the skin (not the waterline). I have gotten a good eight hours wear before fading starts to set in. Even wearing this as an upper lash line eyeliner, I haven't seen transfer problems.
It's an interesting thing to me. While this liner remains a bit tacky to the touch, it doesn't smudge around and become an issue later in the day.
On the waterline, it does take a few extra swipes to get the color to come off as pigmented and opaque as possible. It also does not wear well on the waterline and disappears after just a couple of hours.
So overall, I would recommend this liner if you just want to use it as an eyeliner on the skin, not on the waterline or tight-line. I am glad to see a fun and pretty color eyeliner from a drugstore brand. I get so excited seeing new products popping up in drugstores that are a little different from the traditional makeup products we have always known about.
